Well, you never know until you ask them. They might just be clueless about the impact on your garden. (It is my experience that people are not trying to be evil, they just don't notice anything that is not in their own backyard -- pun intended.)

Also, who owns the fence?

I would invite them on your side... and show them. Can't hurt to try. Ask them to help you solve the problem. That might work.

We are lucky. Our neighbors on either side might not really know where the property lines are and often cross them but most of the time I would say they are the best neighbors in the world. When we leave they watch our house. When my husband was sick one drove me back and forth to the hospital and made sure I had food in my house and meals to eat.

So in my case whatever happens to my yard is only a small problem.

I have a corner house - so only one neighbor on the same side. It's a very nice family, and we're friendly, but last year the husband (he seems to be in charge - and the wife doesn't speak much English - only Spanish) put in the biggest, ugliest patio cover. The yards are small. I went over there to ask if he got a permit - and he said that he paid for the permit - but the guy installing it never gave it to him. I tried to help him - but it went on deaf ears. Obviously, the installer wasn't licensed. I got the feeling that my neighbor isn't too bright. I will go over there next week to speak to him - he doesn't know about the damage to my fence -- it's also his fence - which divides our backyards. The water is affecting 3 panels. Thru the opening in the fence, I saw that he put that fake ground cover on part of the yard - with rocks all around it --- but right at the fence-line, flowers were planted.

I would think that if neighbors are doing something that affects your property , especially negatively, you have recourse, so I would tell them, and if they refuse, you can research what you can do. They can lower the volume of the sprinkler to begin with to see if that will alleviate the problem. They should have a soaker hose there so the water stays at ground level.
