I know you said that the police won't do anything because you don't have a video of the little darlings in action but I would still call them every time something happens and ask that a report be made. That way, it's still on record when they graduate to more serious crimes.

This sort of thing was happening a lot this summer here. Lots of bicycles stolen from open garages, parked cars broken into after dark, etc. People started using hidden cameras to take videos of the little thieves and posting still shots on the neighborhood FB site. The little thugs got scared and the stolen bikes started showing up leaning against street signs and trees all over the neighborhood. It was almost funny to see them pop up overnight! The vandalism and thefts had all been reported to the local police, and we got some extra patrols but I think posting their photos really shook them up. Sadly most police departments just don't have the manpower to be able to manage the big things plus chase down kids that are misbehaving. It's a sad commentary on today's parenting that kids are allowed to behave like this and their parents do nothing about it. One of the worst offenders here was the son of a member of the Sheriff's dept who thought he was invincible because his dad was a cop!

You mention you have a garage (as have others here), put your car in the garage. This seems to be a novel idea today. Then, as many have suggested, install cameras.

Having cameras doesn't always help. As I mentioned in my 1st post in this thread, the thugs who stole our outside Christmas decorations wore hoods and they were impossible to ID...just saying. We still reported the incidents to the cops and gave them copies of the videos from our security cameras, but were unable to do anything.
We have 3 vehicles and only a 2 vehicle garage...so, as simple as some things may be to you, unfortunately, they aren't...

I would never let these thugs run me out of my own home!
I would first get motion-sensor lights for all of your outside lights including your front porch.
The fake cameras would also be great but I would make sure they could see a couple of them; sometimes either of these can be a deterrent.
If the police say actual videos of the criminals don't help then I would not waste my money on surveillance cameras.
Call the police every time they disturb or damage your property....no matter how minor it might seem... so if anything even worse happens, there is a record of it.
Make sure if your car is not in the garage, you have an alarm system on it and it is set each night.
Speak to your city council rep and ask neighbors to do the same if they have had problems as well.
