Personally, I'd never confront the workers about this, or tell the HOA you want to talk to the owner of the company.
I agree with the suggestions and recommendations to take photos of the street in front of your home and continue to call/write the management company, HOA or Board of Directors. I'd be upset too, but confronting the workers isn't a good idea IMO - they are just doing what they've been told or trained to do.

You can't withhold money from your HOA fees. The board will turn you over to a collection agency or place a lien on your home. Is this a condo or a detached home area? If you know when they are coming can you park your car in front of your house that day so that they can't park there? Of course those who are not upset about this are the ones whose homes are where the landscapers do not park.
