To me, this appears to be a summer home that is rarely used.

It looks like a summer home and she brought "stuff" from home and used it to prevent having to buy anything else and that's the reason for the orange tchotskies and red wicker, or perhaps the color is off from the original photograph.  But it does look like not a lot of planning went into it but I guess it's okay if the owner likes it.
