Where I live yard work, pressure washing, and any kind of noisy outdoor construction is not supposed to begin before 7:30 am. Of course they can begin prep work and anything indoors that doesn't impact others. I try to be ready 20 - 30 mins early in case someone shows up ahead of time.
But to the OP's point, early morning hours are hectic for everyone and they are unique in that arriving early can mean that people aren't dressed. Exercising common sense is a beautiful thing.

I like it when they call to say they will be arriving in 15 minutes. Gives you time to get ready.
