I like the way the curtains are hung, and know they were purposely hung that way by someone like me who wants the room dark when they sleep.   That bottom rod keeps the blackout curtain in place, as well as tight to the window to block the light.   

 

I use blackout curtains on the rod meant for sheers, and the main rod or valance rod has lined drapes hanging from it to achieve the level of darkness I want in my bedroom.

Not only are the curtains hideous, but that wallpaper! I don't understand why so many of these photos have such busy & obnoxious wallpaper. Everything in that room irritates me....nothing peaceful about it.

I agree it looks a bit strange however I trust it blocks the morning light for the weary and probably helps tremendously in the cold.

Pretty room.  I'd like to see the window without the curtains before deciding whether this was the best way.

I would have just put blinds or shutters on the windows and left the window area itself exposed.

NO, it draws too much attention to ugly colored drapes and the treatment which is horrible!
