My bookcases hold books I take off the shelves and read....I would never hang pictures like that.

a consequence of open concept design- not having enough wall space for bookshelves AND art, so they compromise.

Looks very odd to me.  Like you didn't know what to do with the pictures and just stuck them somewhere.  The definitely do not go on bookcases - looks like they are hanging in mid air.

Are they hanging pictures over shelves because we don't use reference books any more?

Art is personal.  It is a unique way to showcase art, not posters.  If the artwork is an original, all the better.  The size of it is relative to the room and the shelves, as are the colors.  If one is lucky enough to have that much quality art, show it off and enjoy it.  

If you like it, do it because it will make your house your home, not someone else's.
