Flameless Candle Question

I purchased some flameless candles this year. I've never had them before. The CI candles 6" blink in the dark from the bottom when they are not "on". In other words, after the 5 hours, they start to blink at the base where the batteries are.

Is this normal or are they defective? Won't this wear out the batteries. None of my other flameless do this.

Would appreciate your help.
