My concern is that it appears to be a very open, airy and sunlit location and I have always been told to keep wine in a cool, dry and dark place, i.e., the wine cellar.

I think they need to host a "wine cellar stocking" party.  Looks kind of sparse to me.

It does not appear to look like a underground wine cellar (basement) although interesting wine cellar--considering the unusual location, is it setup to regulate the appropriate temperature for wine storage???

Yes, I think it's a wine fridge.  Still sparsely filled however.
