I think her grandaughter did a lovely job. Very airy and "Beachy" vibe. If I were to redecorate, would simply love this. The furniture choices are perfect.

Tan is a neutral and will go with just about everything.  I agree with the poster who suggested punching up the blue and tan with touches of a bright, and I too, think yellow would be cheerful but there are other possibilities too.

Decorating for another person would be difficult in any situation. The granddaugher was kind, helpful and sensitive by asking about colors first. Sounds like your MIL is depressed and still adjusting to her new surroundings and the other residents are still unfamiliar to her.

Spend plenty of time with her until she makes new friends and is comfortable in her new home and the environment. Perhaps including some more color would help brighten her days. Although the granddaughters choices of beige and blue are fine, it may not have been what your MIL had visioned. Was she looking for cool or warm beiges? Cool or warm blues?

I'm not fond of beiges, but would need warm blues in that space. The beachy look is too cold for my taste. Try warming it up.

@wilma   Blue and tan do go well together, but color choice is very personal.  I don't mind blue and white decor, but in my 60 years of decorating my apartments and homes, I have never once chosen it for myself.  I even wear blue and light earth colors instead of the blue and white that looks so pretty on many women.

I thought of yellow just to brighten it up, make it happy. Tan is the neutral, I also would ask her what her favorite color is that goes well with the blue and see if that would work in the room.

f favor the second room, love the table and warmth of the room.  In the seventies I had one wall in my living room painted dark blue and loved the look.  I am not a fan of tan colored furniture in general.

Design and the colors you choose are your taste and the granddaughter did her best with permission to choose furnishings.  Knowing myself, I probably would have to supervise and approve because of my certain taste.

If your mother-in-law is able to get around maybe her granddaughter can take her to pick out some accessories for the room. This might make her more comfortable with the furniture.

Tan is ok, but I am more of a beige/taupe/oatmeal/ivory myself.
