Bissell Ready Clean Powerbrush - Can't Get the Rubbery Covering off the On/Off Switch

Has anyone else received their Bissell Ready Clean Power Brush (TSV) with a clear rubbery protective covering over the On/Off switch? I've been tugging and tugging, but the edges are lodged beneath the switch. I've used scissors, a box cutter, and a very thin screwdriver to get underneath to remove it, but it just won't come out of there. I'm CERTAIN it's not supposed to be left on, as I can't use the On/Off switch!

Before I call QVC or Bissell to take the product back (can't use it if I can't turn it on), I was hoping that someone may have a solution, unless I'm the only one who received the machine with that covering on the switch.
