I would have to say garland because you could make it into a wreath, table runner, mantle swag, staircase swag and the list goes on and on.

I would probably choose candle rings with floral picks as my second choice.  Besides using candle rings around candles, I also hang them as mini-wreaths and add them as the base for tabletop arrangements.  Smaller ones can add holiday flair to chandeliers and lamps and can work as bowl or vase fillers and napkin rings.
