It's not about price, it's about size and weight. That's a 9 foot, super wide tree. It probably comes in three separate boxes, since most 9' trees come in three heavy boxes. I'm not at all surprised it costs that much to ship.
My 7-1/2 foot full tree (a different tree, 2 years ago) came in two boxes, and one of the boxes was actually too heavy for me to get it upstairs, I called my son over.

The cost to ship doesn't surprise me at all considering the size, the number of boxes and obviously the weight.

We purchased our tree from a company called Treetopia. They have free shipping on all purchases and their selection is gorgeous! They have a 9' Portland Pine, originally $1,349 on sale for $749.99, again no shipping.
I do not understand why some companies have free shipping and others do not, especially for comparable items.

They must figure you can afford $69 for S&H if you're willing to pay $699 for a 9' artificial tree (imported) with 1300 lights and a five-year limited warranty.

As the box weight and size increases, the shipping cost skyrockets.
I bet if QVC put the cost of shipping their trees into the price, like they finally did for their food items, people wouldn't blink an eye. I can remember that when a cheesecake was $25 and it cost $15 to ship it posters flipped out, but they are apparently much more amenable to paying $40 with no separate shipping cost. The final price is the same but the idea that a fee is somehow waived makes people feel like they get a bargain. Remember what happened when the JCP pricing strategy changed from using sale prices to simply a lower price-- it about drove them out of business and they are still trying to recover.
