It's Betsey Johnson, she does all kinds of novelty bags. It was in the clearance section in TJM, I didn't look at the price. Someone is selling one on EBay for $90.

The handset actually works with your cell phone, the bag has some way to hook that up.

I adore a lot of the Betsey Johnson bags...the whimsy always puts a smile on my face.  This doen't mean that I would purchase most and often think how much I would love to have a young child that I could purchase the bag for and share the joy.
