The shrub has green leaves and they turn red in Spring - beautiful. I want to find out what they are so I can purchase.

It sounds like Photinia, also called Red Tip. We have some in our yard.

USDA Hardiness zones 6 thru 9.
ETA: There are many USDA Hardiness charts available online, on some sites you can put in your zip code and it will tell you what USDA Hardiness zone you live in.

Or maybe those bushes that resemble forsythia but have red flowers instead of yellow?

Yup, it's photinia! I have a couple in my yard - nice for hedges, speciman plant, etc - takes pruning very well! Enjoy!
