Using Roberta's Flower Magic

This is my first time using Roberta's Flower Magic. I received it when I purchased the 8 pc. Cala Lily set of bulbs. Does anyone know if I can spray the bulbs themselves when planting them? Or, do I need to wait for them to sprout?

Any help would be appreciated!!
