Your post doesn't seem particularly "nasty", and you're not seeing anything others don't. Fungus in dirt is pretty common, as are bugs and worms that live outside our homes. They love to invade our space and/or get into food and water sources we make available. Take a sample of the white substance and the worms in plastic bags to your county extension service office and get some answers.

Are the worms also on the deck? Or just in the bowl? Could the worms be coming from the feral cat? Search Google images since you know what they look like.
