@Mom2Dogs.  You need to know what kind of tree it is.  Some put up a suckers while others don't.

@Mom2Dogs  if a tree is dead, it's dead.  It doesn't not produce leaves, and the roots don't grow. We have had 3 trees die on our property over the 38 yrs we have been here.  One of them ,( the Birch) just looked baron the year before it's final hurrah .  Then everything turned brown , the leaves, etc. the roots didn't grow.  The whole tree had to be cut down and roots pulled up. It cost 700 bux 6 yrs ago. Our two other trees looked good, then boom ....started browning (each tree not at same time) leaves dropped en masse  one of those had a cancer tree doc said. It had to have stump pulled out, then he put something in stump to eat up the roots.  The smaller of those two trees just didn't bud one spring, and was gone. I don't know where where you live but tree removal is expensive here in CA. To Jew down, do the stump and cart remains away.  Two of the trees the Birch and the Liquid miner were messy. They dropped seeds and little trees sprouted everywhere,  we pulled them up like weeds. Oak trees drop spores and such as well, that sprit new growth, if the ground is nice and fertile.   I loved those trees, but they were a mess to maintain.  They clogged my neighbors pools, piled leaves nd the seeds sprouted growth everywhere, lol my neighbors were glad to see them go.  Once we got used to the loss of trees, we were glad too, and replaced them with trees more maintainence friendly

@Mom2Dogs  I just thought of so,ething. If the tree is old, malnourished, and thirsty ( lol) the trunk, limps may still try to produce leaves, but sparsely. However, roots may struggle to survive and find water and nourishment.  Hense  roots grow closer to top soil, and send feelers out.this tree May be a tree that has seeds or spores when dropped, bury and that reproduce in nice soil.

Hopefully when the tree is cut down, there will be signs of decay inside, and a good application of Stump Out or Stump Remover, (sold at Walmart and Lowe's), will take care of the remaining stump.

I have seen people drill holes down in a stump and pour stuff to decay it faster.  Not sure what it was, but you might look it up.  It seemed to work.
