I probably have 3 pair, all dull and handles are stiff. What to sharpen and help with the handles. No sharpener and need to loosen handles.
Really need to trim some bushes and shrubs.

We take our garden tools to ACE Hardware. They sharpen lawn mower and clippers for us.

I just use a small file on mine. You don't need them surgically sharp, so just getting a decent edge is adequate and a small flat file does the job nicely.

WD40 will loosen your clippers.

Try your local hardware store or see if your local nursery provides those services. The sap is causing your clippers to stick. You may need rubbing alcohol to remove the sap.
If you have Felco's go online to locate their authorized service provider. In NY it's a company/nursery called Amberg's.

My dad always sharpened tools with a file which also required a vice, not a job for an amateur. I'd ask at a hardware store.
