The article explains (and I hope you get a chance to read it once you have time and/or access) that each flower should be picked at its own individual peak of maturity, and the flowers can be used either fresh or dried.

Some say there is more benefit to using dried.  Two to 3 teaspoons are recommended per cup.

 

I have never made tea with my own flowers since I love just looking at them, and so far, I haven't had enough of my own.  I am not sure about growing conditions of store-bought flowers, so wouldn't use those.
