Hedge roses not doing well

I bought hedge roses from Cottage Farms five years ago. I get a lot of flowers but the plants do not grow full and bushy like they should. They act more like a tea rose. I have tried pruning them down to about 4 inches. Still not bushy. Help! What am I doing wrong?
