Looks like an Estern red cedar.

Thank you @Nonametoday, Eastern Red Cedar is what it appears to be.

 

The tree is at the edge of a neighbor's property and I am enchanted by it.   It is a distance from my property/porch and when I look at it there is the impression of a conifer with snow at the end of the branches.  So refreshing on these hot days.

Glad you were able to ID it, I had to enlarge it and thought it looks like a cedar.
