Aphids everywhere!

Hi everyone I hope you are all well! I do not post all that often, but I have asked a question here before and everyone was so nice and helpful! Right now I'm losing my mind!

I have a horrible Aphid issue going on with all of my roses! I have sprayed, dusted, plucked, pulled, cut and prayed......at this point I have no clue what else I can do to get rid of them. One rose shrub (since I 'am not allowed to use the other word) is down to it's last few leaves and the branches have even started to turn yellow with black spots. I fear it might be a goner.

Might I be treating for the wrong issue? The leaves begin to have little black spots all over, then turn yellow and fall off. Any advice you might be able to provide would be most appreciated! Thank you in advance!
