Advice on herbs

I have a HUGE old Rosemary shrub in my garden & it looks mostly brown now. I LOVE this plant & am very sad. It has been with me for nearly 20 years & two homes! Have I lost it or should I wait a while & just trim out the brown in the hopes that it will come back?

Also all my lavender is now brown/grey with no green at all. Can I cut them down, or again should I wait?

I live in central NC. Any advice is appreciated.
