Maybe all of her dogs are with her.  Is that a huge dog crate behind her?

It looks like a security barrier.  Why would she take dogs to church?

Looks more like a dog barrier (so dogs can't jump up front) than a crate with sides. Like on police cars (and I had a dog barrier for my dogs). However it also may have something to do with her protection

Cause she can.  She's "The Queen."   Of all the cars at the Queens disposal, she rides in the one w/a dog barrier. 

Then again, she could be dropping the dogs off at the vet before church then picking them up afterwards.
