question about saving 1/2 S&H on second item???

i bought two tarte items and the rep said i saved 1/2 S&H on my second item...i looked on the order page & when i did the math the s&h is off by 4 cents...can anyone see what i'm missing or explain how they get their numbers???

item price /s&h/ tax/ total

36.00 /2.08(usually 4.22) /2.67 /40.75

25.46 /4.21(usually 4.22)/ 2.08 /31.75

how on earth did they get the 2.08 & 4.21 in the s&h column?
