I don't know what pants you are referring to, but maybe they are ankle pants which are still popular.  I am about 5 feet and wear a 29" with a 2 inch heel.  But I like some of the shorter inseams too, particularly for pants close to the leg.  For wide pants, I prefer the longer inseam.

29" inseam is not long enough for me, I usually will not buy any inseams less then 32" which is what  I need and like...

I actually laughed when I saw that the TSV Tall length was only 29". I thought they've got to be kidding...ridiculous.
