I've noticed it in clothing ads etc. I think it looks sort of hip and youthful, and as someone else said, I think the purpose is to present the clothing as trendy and chic and sexy and casual. But I have mostly seen it only on very young and thin people now that I think about it.
I think it would be fine, as long as the person doing the half tuck does not have a really big stomach. I would think that if you are really thick in the middle that would not be a good look! I am picturing a middle aged man with a beer belly with a half tucked in shirt.....in that case, no I think it would look a little strange and even kind of off-putting.
But a willowy young man or woman modeling for a store like Gap? Yes I think it looks okay.

Not new where I live. A friend of mine, in the fashion business, first talked about this 3 years ago. It is a good way to show off a nice belt, or a scarf that you have tied through your belt loops.
But...I've never done this. Not opposed to it...just not really crazy about it.

I just prefer the rolled up cuff look on jeans..... It looks way cooler.
