I have heard many a stylist and read many times in magazines that you should always be able to button a jacket/blazer. If there is an issue, you need to buy a bigger size and have it altered elsewhere.
This morning during the fashion show, Pat commented about Q having a stylist available to the hosts periodically to help them shop for their on-air look. Pat was told by her stylist that you don't have to be able to button a jacket?
Since when? IMO if you can't button a jacket, it doesn't fit properly. Whether you are going to button it or not isn't the issue.
