@I am still oxox They were playing in the evening after dark when it is cooler.  The leggings provide compression to keep their muscles warm.   When playing during the day (if they play during the day) they might be wearing bikinis again.

@ninjawife  Is more than likely correct. When I run in late fall early winter, I wear the heavier compression leggings so my muscles stay warm.  Spring early summe run, lighter weight bike shorts. 

Edited to add that I used to play recreational beach volleyball on our local beach to stay in shape.  I played for fun up until maybe the age of 50 and yes, mama wore a bikini because I could.  The crowd got younger and younger, so I bowed out 😉

Why are they almost-always wearing a bikini?

The official explanation:

Beach volleyball is a sport that was developed in Hawaii, southern California, and on the beaches of Rio.  You play, it's hot, and then you go and jump in the water.

One-piece bathing suits won't work because the sand gets inside and chafes.      So the less material that can trap sand the better.

It's also important that the straps don't restrict movement or breathing.

Beach volleyball matches also proceed in all kinds of weather including rain,

and even when there's a downpour.

Just another reason why they wearing a bathing suit.
