Why is QVC using popcorn packaging to ship a handbag

I have the smallest pieces of popcorn all over everything. This stuff is so small it came out of the corners of the box. It's all over my car, kitchen floor, etc. I had to put the box in a trash bag and open as gently as possible. It's inside the KVZ plastic bag. I am just livid. I hate popcorn for packaging, there is no sane reason for using this stuff. End of rant.
