@Sweet_Serenity- Oh yes, Nicole would look fab in this dress.  For that matter, Kate Middleton would also look like a million bucks in it, but she wouldn't be allowed to wear that short of a dress.

Celebrity wise, I'm not sure.  Aside from the length, it's kind of conservative.

Taylor Swift, Amy Adams, possibly Nicole Kidman, and Dakota Johnson would look amazing in it as well.

 

It is really cute, but it is very very short.....

IMO it looks like a food server outfit in a upscale restaurant or catering job.

Cute dress.  That model has beautiful legs.  This is definitely a dress I would wear, but it would have to be a few inches longer -- just above the knee.

If the dress was longer, I would wear it because it is really pretty. A great dress for New Year's Eve.
