Waitlist - returns?

I have always wondered about waitlist orders. Are they truely new items or are the waitlist orders filled with the returns from the original sell out? What is everyone elses thoughts/experiences? I would feel better about going on waitlist if I knew I would get a brand new item and not someone's return.
