I saw a similar belt last summer in a store window.  The fringe was wider and came to thigh.  Obviously, it was made for young fashionistas but it was pretty strange looking.  This one is even weirder looking.

When I think of the wonderful fringed suede belt I STILL own (and intend to wear again once my waist returns!), I feel sadness that this is what's being offered to women today, @Greeneyedlady21
