Little Red Riding Hood.  Its pretty and I'd definitely have the red but I hate the way capes constrict the arms making driving and shoulder bags impossible.

I haven't had a rain coat or any such rain wear down here in years. Had a favorite black "leather" rain coat that disintegrated and never got another one. Umbrellas are de rigor here.

@StylishLady.   I don't even own an umbrella and have not needed one in the 19 years I've lived here.  It rarely rains and when it does, its over in a few minutes.

@lolakimono  This is similar to an army rain poncho.  I guess if it is good enough for the men on the battlefield, it is good enough for me.  I like it and if I did not already own so many trench coats and other rain gear, I would buy it.  Buy a black water-proof fedora to wear with it. Love it.

I love coated cotton for rain gear, but this is not practical, as others have said.  It's cute enough, until that corduroy collar gets soaked.  Need a good hat to go with it.

I have a rain poncho that has arms, thumb holes, front pocket, and hood.  Goes almost to the ground.  Now that's a rain poncho.  (Rolls up into a pouch, too).
