Good guess, @IMW.  I don't think so though. She does have that cute little pout, but this little girl has decidedly dark hair, which I don't believe Shirley did as a young child...

She's always beautifully pulled together. What a lovely color. I do, though, sometimes wish she'd more often switch up the sort of 'mad hatter' style of hat.

A possibility, @drizzellla!  Although, I think I've only seen her in straight, Dutch-boy haircuts when little.  But she could have had a "perm"....

Sometimes in photos the queen bears a strong resemblance to George Washington.  This is one of those shots.
