The difference between swim and workout leggings may vary by brand.  I have worn swim capris by uvskinz for years.  They are made of material that feels like swimsuit material and are lined for a more secure/modest feeling when wet.  The fabric is also effective as sunscreen.

 

i prefer the capris to tradition swim bottoms for modesty (no one needs to see that much of my flesh) and sun protection.
