I know 100% cotton is hard to find, much less a tunic length sweatshirt type item. The person who this will be gifted to is a plus size, allergic to cashmere, wool etc. Any suggestions are appreciated. Thank you.

Most sweatshirts are cotton/poly. I'd look for maybe a cotton knit sweater that's tunic length. Some of Denim & Co. long sweaters have sweatshirt details.

You asked about sweatshirts so I won't give you a lot sweaters....since they are two completely different things.  Check out Woman Within online, just go to the seach bar and type in sweatshirts and you'll get a huge selection.  Most are 30 or 32 inches long some will be 100%, I would think.
