Without them it would just be another shapeless boring outfit.  That being said, overall just not a good look.

I like the boots but not the outfit.  I don't know if the boots save it either.

The background photo is distracting.... is that a gray stain on the skirt, or a shadow from the photo?  First I noticed the odd background, then the boxy, shapeless skirt and sweater -- the boots were the last things I saw.  They are a huge "no" for me.
