Have you seen these types of things out and about? The same item is at one store, under a different label, for a higher/lower price?
Here are two recent examples.
I ordered this item from Lastcall.com. It's sold out now, but then I saw it online elsewhere.

Yes and one in particular comes to mind. Three or four years ago I bought a Susan Graver spring jacket. A couple months later a friend of mine who lives in another town visited and she had the exact same jacket on with the same printed lining except it was under a different label (and was not bought at the Q). I was surprised because I thought Susan’s clothes were exclusive to her.

When I lived in Korea, I bought lots of inexpensive(cheap) clothing. Often saw same items under different labels, sometimes with their (soon to be) store price tags. You wouldn't believe our markup on clothing!

Boy, I'm going to Kohl's website now and order the roses scarf. I saw it in another post you did previously with the hat from (I think) Sundance and loved it.

I worked for apparel manufacturers who made things under their brand and other items for companies like Aeropostale. From what I recall, we never made the same exact style for two companies. There was always a change like made in a different color with the same pattern but in a different body (long sleeve vs. short).
I remember going to Aero to see the items on the shelves because I handled the entire Juniors division. Sometimes brands go to manufacturers that sell what's called 'bodies' and then they just add some details to differentiate the product somehow. So, when you think, "Hey, I've seen that shirt before but it's just a little different", you are entirely correct. Buying bodies reduces the cost of labor significantly and allows you to put a product out much faster. The down side is you don't end up with a truly unique offering.
For accessories, it's used to be entirely different. They are cheaper to make since they are one size so we would make different styles for every vendor. I'm surprised Nordstrom would carry the same exact item as Kohl's under a different name. They were one of our elite vendors that we extremely respected and catered to.
My best guess would be that the company Nordstrom is buying the scarves from is selling to Kohls on the side. There aren't that many manufacturers and Nordstrom is really picky. I don't think they would agree to this.
However, seeing the same items under different labels in different lower tier stores is common practice. It's just with the internet it's become easier to spot.

Yes, I've seen those big plaid blanket scarves everywhere, at all price points. It's a little chilly here and I actually have on draped over my legs now. I bought 4 in various colors of plaid from Amazon in the winter of 2015. I like that extra layer of warmth over or under my coats and I keep one on the back of my chair.

I think it is doubtul that there are different manufacturers for each brand. It would seem logical to me that one manufacturer makes a lot of the same item and then puts whatever vendor label in them. I've seen a lot of D&C, SG looking stuff at Dress Barn. Each brand cannot have their own unique manufacturer.

I worked in a sewing factory when my husband was in college and we would put 2 different labels on the same item in one 'bundle' of 24 items!
