It's actually the Elizabethan period that featured the look in the OP picture. Not Victorian.

Depends on the ruffle.  No one is wearing anything like the huge Elizabethan collar as far as I can tell.

 

I am not going to wear little girl ruffles evem though a brand here (which will go unnamed) loves those.  But I love a soft ruffle on a blouse sometimes.  And I saw some really beautiful skirts in a current fashion mag the other day that all had lovely ruffles, very ladylike and pretty, and not juvenile the way some of the ruffle placement is on those ubiquitous "tunic" tops.

I think you look very elegant. The right ruffle on the right person or object looks great !
