I guess the old saying "Bad publicity is better then no publicity."  It is the death nell if no one is talking about you.  To be invisible in the public eye is a crime.  They succeded.

This does not look like two dresses to me, but rather a blue dress falling off her body exposing her underpinnings. If my interpretation is correct, while unusual, it is quirky in kind of a good way. 

And she can store her lip gloss and Altoids in the "empty" bust cup.😄
