I don't own any open front cardigans. All of mine have buttons or zippers. Having closures gives me more options on how to wear them. I can wear them unbuttoned, or button one at the top, or a few at my waist. Sometimes I button them up entirely and wear them as stand alone tops.

I like wrap-style cardigans with belts. I think they flatter most any figure especially fuller busted women like myself.

I don't care for open (fly-away) cardigans either.

I live in Chicagoland, which has similar weather to Ohio. I am busty and can not wear toppers. They just don't look good and makes me feel self conscious. I am always on the lookout for button front or toggle cardigans and are not easy to find that are size-inclusive. I have had luck at Lane Bryant for a couple of cardigans that fit great across the bust.
