That's basically the advice from Linda Dano in her book:  Looking Great ...

 

After I read her book (almost 20 years ago) ... I cleaned out my closet and as I replaced items or added new ... I stuck to my basic color palette.   Now - everything coordinates.

 

ETA:  Book is still around on used book sites.

Yes, I think it is Capsule Dressing that I was thinking of.  Thank you!  And thanks for all the responses.  It seems that alot of you already do something similar.  I believe I am going to try this going forward for my fall/winter work wardrobe.

I only buy bottoms in neutral colors - khacki, black, navy ad grey. Then I add color in my tops. I tend more toward cool colors as I have to be very careful about reds and greens which must tend way more toward blue than yellow and any yellow must be a very soft pale yellow.

I do this when I pack for a trip and it works well and seems to save on space with fewer pieces to pack.  In day to day life, I could never do this -  not enough variety.  I do have a lot of black but my closet is otherwise a rainbow.
