I'm not sure you're surprised that she would speak.  As Harry's wife I'm sure she wanted to express her admiration of the athletes, and congratulate all who participated.  I think I would have been surprised if she hadn't spoken.  I very much get the impression that Meghan and Harry are a team now, and will continue to operate that way whenever possible.

They've left Australia, on the way to New Zealand. Looks looks like a plum/purple dress. Same shoes she wore with the olive dress, by Aquazzura. Bag by Cuyana.
