The two sets of pictures were taken in June and July, indicating that she's been sporting the same hat whenever she goes out.

I would love a hat like that for being out in the sun.  It's sometimes difficult to find reallly wide brims with chinstraps.   For some reason, when I'm on the water or on a pier, my hat always blows off unless I have the straps.

I agree.  We can have some with her legal situation but I do think the hat is to protect her face from the sun.
