She's a "curve model" from Brazil.  I'm going to go out on a limb and call that a plus sized model.  Not sure what the deal is with the dress.  Don't like the color on her, but it might be suitable for someone lighter in complexion.  Now to figure out how it's supposed to lay.  She's gorgeous, otherwise....
