Saw it briefly......could be a Mexico purchase since she just returned.

I took a look at the sweater and I agree with @fthunt  - it looks very much like a sweater with the fringe on the bottom that you find in Mexico. I use to go to Rosarito Beach often and saw similar sweaters. It's cute.
