Is SG's Liquid Knit the Same Fabric as Citiknits?

I actually like the TSV and am considering purchasing it in the navy, however, I would like to know more about the liquid knit. My daughter ordered a Citiknit outfit to wear to a wedding. When she got home and took the outfit off, the part of her body that was in contact with the fabric was the same color as the fabric. Her bra and slip were ruined. The fabric color was a deep, deep, burgundy top with a black skirt.

This liquid knit looks a lot on television like the Citiknit fabric.
