I just looked up the definitions of dowdy and matronly ............

dowdy - plain

matronly - possessing the characteristics of a matron like maturity and elegant taste.

So - to the persons who say dowdy and matronly are bad things - plain isn't so bad - way better than over blinged and embellished and I have absolutely no problem at all being called mature and elegant.
